Panama is one of the most accessible Latin American destinations for pets from the USA. No facility quarantine, no titer test, and 4–6 weeks of preparation. The main challenge is the consulate authentication step within the 10-day health certificate window — manageable with professional coordination.

Panama has become one of the most popular relocation destinations for Americans — favorable residency programs, modern infrastructure, a lower cost of living, and a well-established expat community. The process for bringing pets is straightforward compared to destinations like Australia or Japan, though the consulate authentication step within a rigid 10-day window demands precise planning.

The Panamanian government agency responsible for animal movement is the Ministry of Agricultural Development (MIDA). Veterinarians at the point of entry review all documentation and register your pet in the MIDA system. Review our international pet shipping services and pet documentation services for full support.

Step-by-Step Process & Timeline

Preparation takes 4–6 weeks. The bottleneck isn’t the vaccine wait — it’s the document authentication chain: vet → USDA APHIS → Panamanian consulate, all within 10 days before arrival.

  1. Start Here — 4–6 Weeks Before Travel

    Vaccines & Microchip

The rabies vaccine must be administered at least 30 days before arrival in Panama and must be no older than one year. Dogs and cats also need current core vaccines: distemper, hepatitis, and parvovirus for dogs; panleukopenia for cats. While microchipping is not mandatory to enter Panama, it is essential if you plan to return to the USA — CDC reimport rules require microchip identification. Implant it before departure.

  2. Within the 30 Days Before Travel

    Parasite Treatment

All dogs and cats must receive internal and external parasite treatment within 30 days before travel. The treating vet must document the product name, dose, and date of application on the health certificate. MIDA veterinarians at the airport verify this documentation on arrival.

  3. Critical Timing — 10-Day Window Starts Here

    Health Certificate by USDA-Accredited Veterinarian

A USDA-accredited veterinarian issues the international health certificate. This can now be submitted electronically to USDA via VEHCS (Veterinary Export Health Certification System) — digital signatures are accepted as of 2024. Once the certificate is issued, the 10-day clock starts. Your pet must arrive in Panama before that window expires.

  4. Within 10 Days — Days 1–3

    USDA APHIS Endorsement

The health certificate must be endorsed by USDA APHIS. With VEHCS, digital endorsement typically completes in 1–2 business days. Without VEHCS, the physical document must be mailed to the state or regional APHIS office, which takes longer. The APHIS endorsement fee is $101. Coordinate this immediately after the certificate is issued.

  5. Within 10 Days — Days 3–8

    Panamanian Consulate Authentication

After USDA endorsement, the certificate must be signed and stamped by the Embassy or Consulate of Panama in the USA. If there is no Panamanian consulate in your state, it can be apostilled by the Office of Authentications, U.S. Department of State in Washington D.C. Consulates do not work weekends or holidays. Calculate available business days carefully before issuing the certificate. Our team manages this entire authentication chain.

  6. Travel Day

    Flight & Documents On Board

Unlike the UK or Australia, Panama allows small pets to travel in-cabin under the seat if they meet the airline’s carrier size requirements. Larger pets travel in the hold as excess baggage or cargo. Confirm your specific airline’s pet policy well in advance. The primary entry airport is Tocumen International Airport (PTY) in Panama City. Carry the complete certificate (vet-signed, USDA-endorsed, consulate-authenticated) with you on the plane.

  7. Arrival in Panama

MIDA Inspection & 40-Day Home Monitoring

Upon arrival, a MIDA veterinarian reviews all documentation and registers your pet. No facility quarantine is required. However, Panama requires a 40-day home monitoring period: you must observe your pet for signs of illness and report any concerns to MIDA. No additional international travel during this period. The MIDA airport service fee is approximately 20 balboas (equivalent to USD).

Popular Panama Destinations for Pet Relocation

PTY — Panama Province
🇵🇦 Panama City

Primary destination and entry point at Tocumen International (PTY). Excellent veterinary infrastructure, multiple pet-friendly parks, and a consolidated expat community in areas like Clayton, Costa del Este, and Casco Viejo. Our most-requested Panama destination.

Chiriqui Province
🇵🇦 Boquete & David

Mountain region with a cooler, temperate climate — far more comfortable than the capital for pets sensitive to heat. Boquete is the top choice for retiring expats with pets, thanks to its natural surroundings, hiking trails, and international community. David offers regional veterinary services.

Pacific Coast
🇵🇦 Coronado & Pedási

Pacific beach communities increasingly popular with expats. Coronado is 1.5 hours from Panama City. Some beaches allow pets during specific hours. Pedási on the Azuero Peninsula attracts those seeking a quieter rural lifestyle with pets.

Tropical Climate Considerations for Pets

Panama has a tropical climate with temperatures ranging 75–90°F (24–32°C) in coastal areas. Brachycephalic breeds (flat-faced) such as Bulldogs, Pugs, Boston Terriers, and Persians are especially vulnerable to heat and humidity. Key considerations:

  • Never leave pets in a parked vehicle — interior temperatures can exceed 120°F rapidly
  • Fresh water always available — hydration is critical in tropical climates
  • Walk in cool hours — early morning or after sunset to avoid peak heat
  • Mountain areas as an alternative — Boquete and Volcan have temperatures between 54–72°F (12–22°C), ideal for cold-climate breeds
  • Rainy season (May–November) — high humidity; protect crate and documents from moisture during transport
  • Tropical parasitology — consult your Panama-based vet about local preventive treatments for ticks, fleas, and heartworm (dirofilariasis)
